It´s simple to do with photoshop: 1-On top of your screen you create a "new layer" 2-Select the marquee tool and select all your new layer 8you should see a dot square all around) 3-In the middle of the layer (your new layer) "right click" and choose the "stroke" option. 4-Select black color with ONE pixel on INSIDE. 5-The to finish add a "Gaussian blur " filter and increase the value as you wish.
