It's a RAT (Ram air turbine). Deployed when there's a loss of power from all engines and APU (usually due to fuel starvation) to help provide just enough electrical power to keep the cockpit instruments operational and at least one of the airliner's hydraulic systems powered (FBW aircraft) to manipulate the flight surfaces.

Either TTM has had a genuine flameout, or there's been a hiccup somewhere during his flight that the aircraft has been too clever for it's own good and decided to deploy it for him when not required.
The QW787 has done that to me on a few occasions...
