That's my understanding as well, either above Vector or below Vector, it makes no difference, although the definitive guide advises it be placed above. I believe your looking at an old copy of the guide. Access the latest Definitive Guide (May 2016) via FTX Central lower left corner. It has page 45 and the order of scenery clearly outlined.
