Maybe the below image will help? If not,
Please post a copy of your “scenery.cfg” file and the “add-ons.cfg” and the “scenery_add-ons.xml” file found at C:\ProgramData\Lockheed Martin\Prepar3D v4, and we will advise which entry to use as the lowest non Orbx 3rd party adddon.
Please note: Do not open the files and copy and paste the contents, just attach the files.

Ok, then you will need to contact FT support, because none of your Orbx products have any affect on elevation issues in that area.

So now we know it is not an Orbx issue. So I would question the FT KLAS installation, I see it is not showing up in the scenery.cfg or the add-ons.cfg.
Is your FT KLAS listed in the P3D Add-Ons menu? If so, is it checked activated?

Yes I realize that, but first we need to get your insertion point correct, as your Orbx products are currently in the wrong position.
So please do that and repost your scenery.cfg after you have started and checked in the sim.

I just went and had a look at this and noticed that both versions of YBBN were showing as installed in my Orbx Central, so I uninstalled both and reinstalled V2, did some flying around and found no issues.

I see, it may be an Orbx Central issue.
Have you tried doing a full uninstall and reinstall of the product?

This is a P3D issue and I believe the only fix at this time is to go to the P3D settings Options/World and turn on the "Enhanced Atmospherics" .

What date and time are you using in the simulator?
Do you have Global base installed?
Do you have a 3rd party weather engine running?
The airport does not decide the weather conditions, that is done only by the core simulator or a weather engine.
A couple features listed on the product page that depend on the simulator date and weather setup.

Yes I have everything installed and activated in P3Dv5.2, and everything is installed to the root simulator Orbx folder.
I realize that's not very helpful, but it does not seem to be a wide spread issue, and there may be another common denominator amongst those that are having the issue that we could not possibly foresee.

But you should be able to install the Discord app and sign in, then using the link below, scroll down to the bottom and click on the "Join our Discord server" button.

No, that is correct, but please have a look in the P3D addons menu and make sure it is checked as activated.
