I've never heard of airport software preventing a flightplan creation before. Where are you filing the flightplan, in the FSX scenario or in another system? What error message are you getting? No matter the destination I choose, I enter the info in the flight plan window, and after I hit enter, the window pops up again. It's not X plane. Any other airport it works fine.
