There would be some blue parts of the normal texture AND there would not be any synt scenery in the water. This looks more like a corrupt terrain.cfg to me. Maybe during some transition between sims folders were just copied and Vector not installed, but moved. This may not work. I just tested, Vector is fine near LOWG, also with the current LOWG payware scenery active. Maybe the Orbx crew can step in here, as the installer is done by Orbx.
