The upward notch is -7 degrees and in cruise mode provides 3 - 5 extra knots in speed. It is a bit of an anti-drag mechanism to increase speed rather than effect lift. I always thought it's a only that the Maule flaps are not retracted completely to 0 when using the F5-key due to a fault in the sim.
