Can you select a simulator you dont have?

Hi, I was wondering if I could install p3d scenery even if I only have xp11, i'm trying to convert a scenery but cant download it since it only allows me to download/purchase xp11 scenery, thanks

No, you cannot do that, nor can you convert Orbx scenery.
