Your question is a Support one and not informing us of a Bug, so I will ask @Nick Cooper to move it.To answer your question the OrbxLibsXP entry can go anywhwere but I would suggest it goes near the bottom of your scenery_packs.ini for uniformity with other libraries if you have any.
