Have you tried verifying the files using Orbx central at all ?

Did you try uninstalling and reinstalling the airport at all, sometimes Xbox Live can be a bit lets just say less than reliable.

If you sign into https://account.microsoft.com/billing/orders/?refd=support.xbox.com using the same Microsoft account you used to make the purchase do you see the purchases listed there ? You won't see the items listed just the purchase of the required credits to purchase the item.
If you don't see them then click on the Returned/Refunded option, if they're listed in there then there may have been an issue with the payment and you've been refunded but just not received the refund yet.

Could you attach the scenery_packs.ini file to a message in here.
You’ll find that in the Custom Scenery folder of your X-Plane installation.

It's getting more difficult to select a winner what with the MSFS screenshots, it's pretty difficult to not take a great shot. Anyway my vote goes to Hotzoner

I see these spikes now and then, as things are streamed from the Azure cloud I just put it down to some data error along the way. Quite often the spikes will vanish once you fly close to them or as you experienced they will just stop appearing. The Azure streaming has it's faults but generally it's a great way of providing some of the best scenery available in most instances.
