It seems that some of the taxiway lights along twy A are floating around 5 feet in the air starting from this location and going East on A towards 28L. Only on the South side of the twy though. The reference point of this particular object (the small section of taxiway lights) sits on a section of elevated terrain, so the object had to be lowered in order for the taxiway lights to rest at ground level.
