There is probably a system called 'procedural control' which would be adopted when the radar return disappears, which can even work well if the aircraft also loses comms. Aircraft can fly and be separated without radar or radio, use of other procedures when necessary need not create drama, drama, drama. 'Loss of separation assurance' is not assured disaster.
