If I run verify it finds no problems (I have cleaered temp and backup). In the xplane log file it seems to be looking in: Custom Scenery/Orbx_C_GB_South_TrueEarth_Orthos/terrain/textures/ but there is also a textures directory Custom Scenery/Orbx_C_GB_South_TrueEarth_Orthos/textures/ so I copied your file into both locations (I created a textures sub directory in terrain) and still get the same eroor message. Just to be clear, on this system I have previously run xplane with the Orbx scenery with no problems. Please download it from the link I provided, unzip it and put it into its folder. As you apparently did this earlier and yet it is still reported as missing, here is the full path.
