You will find it at C:\programdata\Microsoft\FSX\scenery.cfg.

You could try re-enabling the Vector AEC scenery library box at the bottom of the library.

start the game, open the in-game scenery library, scroll to the bottom and put the tick into the empty box next to Orbx!VECTOR_AEC

I am afraid I don't have an answer for you at the moment.

I have used your scenery library and I see buildings at SPQU.

Are you using the Preview Direct X 10 option and do you have

either the two FSX service packs or Acceleration?

if you are not seeing airport buildings at any airports at all, perhaps there is a problem with your installation of FSX Steam Edition.

You can make Steam create a new one by renaming the FSX folder to FSX-OFF and then make a new and empty FSX folder.

Then ask Steam to Verify the integrity of game files and it will install a fresh new version for you to try out.
