active Global Base Pack

I am trying to install Global Base Pack prior to installing Vector. I have the Libraries installed and am using Central v4. The download seems to have completed but the install has 'hung' at 58%.

The download queue tells me that : extrcted 3231/ 18579 is the stage that it is at. It has been at that for about 4 hours now. What is going on? Any help would be most welcome.
