active Elstree no shadow on runway and taxiway

The aircraft is missing it's shadow on the runway and taxiway on Elstree. The shadow does appear on the gras.

This is the only airport where this occurs as far as I've tested. A search on the internet learned that it has to do with layers.

Could this be the case with Elstree too?

I have the same issue on many airport-runway, taxiways and -approns. In the referred link is mentionned to  keep shadows on layers under 32. What and where to alter 'layers' in P3Dv4?
