Once the designers start checking in, you should get a response. If worse comes to worse, you could always download the freeware Airport Design Editor (ScruffyDuck Software)  and add the ILS yourself. The program is pretty intuitive and extremely useful for other things as well.

Since I received no responses from  staff I tried to use ADE to add the ILS for RWY 16. There must be more to it than I thought because I was not successful.

 

I don't know if the airport bgl is write protected or not.

Open the airport in ADE, select the runway and from the menu, add ILS

should get you started.

EDIT: Though I have never done this before, I seem to have successfully

added the ILS to runway 16.

I attach the file for you, back up the existing

ORBX\FTX_GLOBAL\FTX_FTXG_AIRPORTS\Scenery\ADE_FTX_FTXG_KECP.bgl.

Then unzip the attached file and put this one in its place.
