PNW has to end somewhere and that's where the default water textures meet our replacements, which tend to be darker overall. Some third-party replacement sets for default water textures also make it darker, or at least allow for the option to do so. Also, the water effects slider, in conjunction with time of day, cloud cover, and other environmental parameters, decide how much of the "base" color and brightness gets displayed.
