Turns out we didn't include all of the BC seaplane bases with PNW SP3 because they are already covered in greater detail in Vancouver+ (FSAddon; see http://www.orbxsystems.com/forum/topic/17116-vancouver-compatibility-with-pnw/ ). Below is a list of seaplane bases that we did include with PNW SP3. Note that there are start position issues at CBC3 and CAW5 that we intend to fix with the next PNW service pack.
