resolved True Earth Oregon SD, "There was a problem loading"

I have a fresh install of X-plane, with no addons. Installed True Earth Oregon SD through Orbx Central and verified. 

Start at Portland Intl. first. Second time Troutdale. 
Popup box: "Be advised
There was a problem loading the scenery package..."

Later it asks and I select the "only water option"

Flight is normal, but only the generic default terrain is visible.

I had Number Of World Objects set to 0 before. Now I have it on max and all the 3d stuff showed up.
