active Innsbruck LOWI RWY 27 stutter issue

Ok this is weird. I have the Innsbruck scenery and I'm getting a massive stutter in the exact same place each time I land on RWY27, in multiple planes.

I see the stutters you refer to  in your video but I cannot replicate them on my system. I did a flight with the default Cirrus jet an it was a smooth stutter free landing in exactly the approach and landing as in your vid.

To me that indicate sit is not necessarily a problem with the scenery but maybe due to the XP settings and/or the number of plugins running. The "catch up" related to settings and plugins would potentially cause a stutter.

You need , for test purposes only, to disable all your plugins and lower slightly your XP settings, use a default XP plane, and see if you still get the stutter.
