Before the top part loads in, the bottom part is loaded from a distance, and then the top part pops in as you get closer. When you're even closer (eg. Just passing it on the YAYE RNAV for RWY31), the top part loads in properly, in place of the bottom part; but goes back to that once you pass it and get close to landing.
