Thanks for that Nick-reassuring that it is a common error and thanks for your diagnosis 

Simulator not running and Antivirus off so must be another process

I get SA to work OK in FSX

Will keep looking

Jim Young over on Avsim boards suggests a Carenado Meteo module may be suspect-I have Carenado planes or an out of date FSUIPC file(I do not use this -as far as I know)

Will keep looking

Further thoughts

I am only a moderate computer nerd

Tracking down this problem is like looking for a needle in a haystack!

Searches would cause more disruption that the remote possibility of correcting the “error”

I have such a lot of fine areas to fly in that I am really asking for perfection rather than being content with reality 

It seems to be a FTX Central problem so hopefully in time an update will cure the problem 

Will be content with what I have and recheck southern SA after every FSX Central update as a way forward

Hello,

the problem remains that the file is open in a program other

than FTX Central, so it cannot write to it.

If you are not running the simulator and you did not yourself

open the file to edit it, there really is only one other suspect, your anti virus software.

Thought as a final try to take Jim Young’s advice 

Turned off the three available  CMeteoXml.dll files in P3Dv4.3 

Can now fly in SA!!!!!!!!

What effect this has on other ares of the Sim remains to be seen
