is ORBX using different textures for one tile?

One of my friends who I fly online with regularly noticed what he thought looked like different textures that might be swapped out for one tile.

 

In other words you have say tile "desert1" (not really but for my question's clarity sake.)

now on my hard drive you have included say 3 tiles that could be swapped out for desert1. Is this happening? 

 

In other words can the ground textures change over time or are they the same ones used every single time I boot up my p3d?

 

One complaint I have about flightsim scenery (p3d v4.1) is that it's always the same and yes for the most part that is realistic but I know in the real world you notice new things happening all the time. Different areas being built up, etc. Over time things change slightly. Do you make this happen? Or not?

 

Could we see something like this down the road?
