An FSX application to move the scenery layers around?

Hi,

I was wondering if any of you have an application that can move the scenery layers around with ease directly within the scenery.cfg? It's a little time consuming doing it within FSX by selecting an area, moving it to the top of the list especially if you have a lot of 'photo scenery' layers that need shifting.

I downloaded FSTscenery.exe yesterday thinking I could move things around with copy and paste but it doesn't appear to list any of the Orbx layers (PNW individual Airports, PNW Mesh, etc) even after I apply the North America in FTXCentral.
