active Central changes characters in scenery.cfg

Issue:  Central changes the german characters ä,ö,ü and ß in scenery.cfg to a "�".

It looks like this:

Texture_ID=1

 

I have to change it all by hand. That is a problem to be solved by the programmers, I think.
