That is what was announced by John Venema a few years ago in a post presenting the OpenLCs with their coverage on a world map. Asia had a double coverage : China+Japan+the Subcontinent+ SE Asia in one product and Russia (called Asia Major) in a following product. I am not aware he changed his plan.
