active VOR radials not aligned with airways question?

I have Orbx NA/SC/PNW/SA and airports KSAN / PAJN / PAKT

I tested autopilot / manual (heading only) flights VOR to VOR v-airways in the following airport areas:
KDTW, KSAN, EGLL, PAJN, PAKT, PASI

All ok for KDTW, KSAN, EGLL areas test flights.

But, PAJN, PAKT, PASI area flights all failed manually tracking VOR radials/ airways.
So far only this area is showing the problem and all VORs in this area show the problem.

I have an example screenshot (and more of aircraft gauges/maps, if needed) where I am trying to track from VOR BKA (R-347) to VOR SSR (on low altitude airway v428) on a flight from PASI to PAJN.

I am trying to figure out what causes this?

I also tested in FSX with the default Mooney Bravo .

Same problem in the Orbx region .. took a couple screeshots.
