orbx global and vector unable to create folder under installation

Hi, under the install a pop up says "cannot create folder xxx". this happened to me when I was downloading EU england and Norway. The solution then was to disable anti-virus and running the installer as an administrator. That method does not work now. Starting to get really frustrated with the ORBX products..   FSS0488049
