ACTIVE ILS at PAJN question

Any reason for no ILS in PAJN Afcad? It is not listed in the Afcad and therefore FSCommander does not show it either. FSX map view shows three ILS's, one as 61 deg (stock FSX?), another next to it as 62 deg and the third "orphaned - Do Not Use" at 331 deg for rwy 36W. I have no problem flying the offset LOC/DME approach to rwy08, with Nav Radios tuned to ILS I-JDL 109.90. It works fine.  I just wonder why it's been orphaned in the PAJN Afcad file and where the other ILS comes from. And FSCommander shows no ILS.
