ACTIVE Control Panel Problem

Hello forum.

I apologize if something has been mentioned and resolved for this already, but I myself, could not find much about it.

Anyways my problem is...

I recently installed ORBX Traffic from here:

Just to try it out, but now I would like to uninstall it, following the directions from the manual to uninstall. But the first direction tells me to:

But when I try to access the Control Panel, I receive this message:

Any help would be appreciated.
