My solution was to delete the Orbx file in my main sim directory, and completely restart Orbx Central by ending it's task on the task manager. Once you restart Central it should update saying that everything in that Orbx folder has been uninstalled and simply just reinstall it. It's important that you delete the Orbx folder in your directory, as when you uninstall something through Central it doesn't entirely remove all of the files, which means that corrupt files being left behind in reinstallation is possible. I know that this has to do with either Base, OpenLC, or the Cityscape, it's annoying but it's a great feeling once it's fixed. I spent a good two days trying to figure out what my issue was.
