active No AI traffic at PAED w/ P3D v4.5, SAK installed

This is an isolated issue - no AI traffic at PAED - Elmendorf.  The details are:

1.  I have FTS SAK and use the PANC  and PAED afcads that are part of the SAK scenery

2.  UTlive is installed and works with no issues at PANC. 

3.  I have MAIW aircraft installed for P3Dv 4.5 and I have no FS9 anywhere. 

4.  I disabled SAK and then had aircraft at Elmendorf but also had canyons. 
5.  The stock PAED afcad has no parking provisions but I see no way it could have become the dominant afcad. 
6.  I tried setting up parking on the stock PAED afcad and disable the ORBX PAED afcad. There were no aircraft and I did have elevation conflicts even

     though ORBX Central - elevation adjustment did not show PAED under the elevation enabled or disabled columns.  There were trees all over the field

7.  I have no Issues with any other military airport in any of the ORBX NA sceneries. 
 

I am just checking in for any ideas someone might have. It would not be possible for me to disable SAK as I learned to fly in Alaska and your

scenery helps me pretend I am there.   I appreciate your work and assistance, if possible.
