active Black Taxiways at KVGT and Nellis AFB

At both airports KVGT and Nellis AFB the taxiways are shown black with NA Southern California installed, runways are fine. I have both Orbx Global Base Pack and NA Southern California installed. Now when I uninstall NA Southern California the problem goes away. I'm wondering if something in the scenery file is set to .OFF? I have several Orbx KLAS files set to .OFF so FlyTampa KLAS plays well with the Orbx scenery.
