active P3DV4: Swathes of winter textures regardless of time/season

I have tried changing the date a month back/forth, as well as the time/date tweaks as mentioned in this thread, but unfortunately I am still getting massive swathes of winter textures like this: (apologies for the massive cloud covering most of the winter swathe but it is also visible beyond the cloud line:

Location: close to CYYZ

 

Would anyone be able to suggest a fix?
