active How do I convert airfields from "Traffic" to "Tower" service?

Hi.

 

I have tried very which way through ADE to convert airfields that should have a "tower" service from the ORBX provided "Traffic" service.  I just cannot get the change to show up in FSX SE although in ADE the indications are that the changes have been made...I'm using all the basic ORBX scenery products and in this case the airfields I am trying to change are in the England add-on. In particular I am trying to change Blackbushe EGLK which is a busy GA airfield in southern UK, and was once London's second airport.  Help to place a "Tower" service at EGLK and others would be very much appreciated.
