I do have the bulk of the default base layers unchecked as these are areas that I do not fly in and don't need those areas loaded.
But I will reactivate these and test again.
There are 2 default named areas, both have been active.

This issue seems to only affect FL. I own all the TE areas + all global.
P3d 5.3
These pictures were taken off the coast of FLL, heading SE. Looking to the E, you can notice a ridge of what looks like a mountain range, and grass where the ocean should be.
Off in the distance is an edge of land/water. As I fly closer, more land is filled in.
This same issue happens on the east coast of FL.
To troubleshoot I've done the following:
Verified TE FL, and all global in OC
Deleted the Terrain.cfg, p3d created new, sync simulator in OC
Can verify that 'Default Scenery' is above Default Terrain at the bottom of the scenery library.
All my scenery is in Simroot - I don't use xml/external libraries.
Mesh is set to 2m
Tested with Vector on and off.
Not sure what else to try.

I have mine installed on a separate drive in their own library created using Orbx Central, so there would not be an issue if I ever need to format and reinstall everything.
Installed in the sim. I prefer not to use libraries, have had nothing but indexing troubles when I did.

Looking for recommendations here please
I'm facing a complete uninstall/reinstall of 5.3 and all add-ons. Trust me I don't want to do this, and have updated P3d for years without issue, but this incremental update did not go well.
I first tried to simply uninstall all of 5.2 by using the installer, then fully install 5.3. In past experience, all addons remain in place and work fine. Not sure what happened.
I'm not looking to solve this issue here.
What I'd like to know is how should I go about backing up the 5 TE areas I have so not to download all this data again (I think my ISP will shut me down if I do).
I'd like to completely format the drive and start over from a fresh install.
Appreciate any help.

I believe this is resolved. Terrain.cfg had to be recreated, and sync in OC (a second time).
All appears normal on the Fl coast.
