Hello John, not wishing to start a discussion on the National Health Service, there are those that believe that it is not underfunded at all, rather that it is constantly being meddled with by uninformed politicians, top heavy with management and that the funding could  easily be much more effectively spent. My own experience of it is that the operational staff are without peers in the way they treat the patients.
