resolved Central v4.1.7 Fails to install BASE Pack

Received the following pop-up message after installing BASE Pack and then starting p3dv5: 

 

"Prepar3D has detected non-sequential layer ordering
when the Scenery Library list. Would you like Prepar3D
to attempt to repair the issue?"

 

There are no BASE Pack entries in the Scenery Library or Add-ons. What should I try next?

Started yesterday with a fresh working p3dv5 on WIN 10 pro 16gb
   Started Fastlane Central 4.1.6 and installed BASE Pack plus many others to Main Library
   Started p3dv5 and p3dv5 works as advertised
   Added many non Orbx airports an airplanes and verified all worked as advertised
   Unable to start p3dv5 due to not enough memory (currently 16gb) after making a change
   Unable to recover p3dv5 and uninstalled p3dv5
Started the day with a fresh working p3dv5 on WIN 10 pro 16gb
   Installed many non Orbx airport and aircraft working as advertised
   Started Fastlane Central 4.1.7 and installed BASE Pack to Main Library
   Started p3dv5 and the above pop-up appeared

Successfully installed Central 4.1.7 Orbx products to Main Library as follows:

 

• Started today with a fresh working p3dv5 on WIN 10 pro 16gb.

• Started p3dv5, disabled Dynamic 3D Autogen Vegetation, and verified no Add-ons, and Scenery Library contained standard 131 items.

• Exited p3dv5.

• Uninstalled Central and installed latest Central from https://orbxdirect.com/central

• Started Central (Fastlane) and

• • Changed Settings / Help / Sync Simulator / and completed successfully.

  • Changed Settings / Downloader / Edit / changed location to S:\16_Orbx\Backup

  • Changed Settings / Library / Edit / changed location to C:\Users\xyz\Documents\Prepar3D Orbx Library

• Exited Central

• Started p3dv5, and verified no Add-ons, and Scenery Library contained standard 131 items.

• Exited p3dv5

• Started Central and installed BASE Pack, Building HD, Trees HD, openLC North America, Pacific Northwest, and WA56 to Main Library.

• Exited Central.

• Started p3dv5 and tested WA56 works as advertised.

• Verified Orbx products appeared correctly in Add-ons and Scenery Library.
