No, Janet is strictly used for Area 51 and other secret government site's. They use regular airlines and private charter airlines.

MSFS PMDG Janet Airline is a Secret Airline that flies employees to and from Area 51 and other "spook" areas. The Janet Terminal is in it own "secure" area at McCarran. Although the secretive government facility in Nevada’s dry Groom Lake bed, known colloquially as Area 51, is most commonly associated with stories about flying saucers and little green men, the government has acknowledged in recent decades that it was actually the site responsible for testing some of the most advanced aircraft to ever take to the skies. The U-2, SR-71, F-117 and many others can all trace their airborne lineage back to the remote air strip deep in the Nevada desert. If you've ever spotted a Boeing 737-600 with no livery except for a red line running from nose to tail, you might have just met Janet. Janet Airlines connects US Defense Department employees with weapons ranges and research centers.
